We're pleased to announce our new Pending Requirements Follow-up Report, designed to help you track officials who still need to complete specific certification requirements after rule violation overrides. This report is especially useful for officials who are under 18 at the time of assignment, but will turn 18 by the match date and need SafeSport or background check credentials. It is also useful for mid-year expirations of SafeSport and background checks where assignments are made with a longer lead time than the renewal windows allowed by U.S. Soccer.
We've also added a new capability allowing assignors without full administrative access to request rule violation overrides from full-access administrators directly within the system. When an assignor identifies a rule violation that needs an override from a full-access administrator:
They can now submit the request through the Rule Violation interface
Full-access administrators will see these requests within the Bulk Justification Tool
Full-access admins can approve these requests in bulk
Override requests are visible to both assignors and administrators
The Pending Requirements Follow-up Report shows officials who have been conditionally approved to receive assignments but still need to complete specific certification requirements, such as referee license, SafeSport, or Background check. This report serves as your compliance checkpoint, tracking which officials need to complete which requirements before they can officially work their assigned events.
Requirements for Observer roles, such as Observer, Mentor, Ref Coach, etc. are tracked separately for SafeSport and Background certifications only.
The Pending Requirements Follow-up report monitors match officials (i.e., observed roles) and observer roles who have conditional, administrative overrides to their rule violations, showing you exactly which credentials each official or observer still needs to complete before the match date. Once the person fulfills their pending requirements (like completing a background check or SafeSport certification), they automatically disappear from the report β giving you a clean, actionable list.

Accountability: Objectively verify which users have completed their promised requirement renewals

We recommend that full-access admins review this report regularly to address override requests and missing credentials, or assign this responsibility to appropriate team members.
This report complements our existing Rule Violations report by focusing specifically on credential completion status for conditionally approved officials and those in observer roles.
